Production, employment and growth
Federalists will promote small and medium companies
1 – We want to simplifying EU rules on the establishment of companies, ease the tax procedures and facilitate the issuing of operating licenses.
2 – We will mobilize the European Central Bank and the European Investment Bank to facilitate access to the money market of small and medium companies.
3 – We will create cooperation platforms between European companies to achieve a critical mass in order to investing better in research and development so as to improve the position of the European economy within global competition.
4 – Formalities about employment between Member States of the EU and third countries must be simplified, while ensuring that small and medium businesses take advantage of the internal market.
Federalists want a strong and innovative industry
5 – We will support the development of European businesses through an ambitious industrial policy particularly in the sectors of energy, aerospace, transport and health.
6 – We want the European industrial companies to become competitive champions and well placed in global markets .This process will be conducted paying special attention to the interests of European consumers, especially in terms of quality and price, while promoting environmental protection , education and new technologies.
7 – We will work to protect European companies against outside investors takeovers or even ban them if the projects represent threats for research and preservation of European technology.
Federalists want to create jobs in Europe
8 – We will create an European budget that will directly finance investment programs in many fields (transport, trans-European rail, energy networks health , research, science, technology) in order to create hundreds of thousands of jobs.
9 – We will promote mobility for some categories of workers by removing obstacles for persons performing missions or seeking employment in the countries of the European Union while protecting the level of social security.
10 – We will accelerate and simplify the recognition of professional qualifications ., We will also create a social mobility funds which will reduce expatriation costs.
11 – We will promote the cooperation between young and older people to facilitate the transfer of know-how and help developping the young staff.
12 – We will create an european agency for coordination of social protection that will ensure the portability of social rights and pensions for citizens living and working in Europe throughout their lives.
Federalists should establish a responsible immigration
13 – We will favour a pragmatic approach to allow the number of migrants according to the reception capacities of Europe.We will grant them a decent life while demanding respect for the political, democratic and European values .The laws about immigration should be established on common basic rules with strict and effective implementation.
14 – We will give priority to the stabilization and development of neighboring countries in particular in the Mediterranean and the East to improve the living standards and democratic institutions.
Federalists will promote trade in respect of consumers, workers and entrepreneurs
15 – We will strengthen our trade agreements in compliance with safety standards and respect for decent working conditions in producer countries, respect for human rights and social justice and respect of industrial property rights. At the same time, the commercial dispute resolution procedures will not have to limit Europe’s ability to erect regulations establishing a high level of health protection and environment.
16 – We will reduce production costs to promote technologies and achieve best value for consumers by increasing within the internal market the free supply of goods and services: electricity, communication, financial services. Agriculture, energy, environment.
Agriculture, energy, environment
The Federalists want renewable energy at affordable prices for all
17 – We will define the mix of energy sources at European level and the implementation of the energy market financing networks and transborder mesh to stabilize or bring down energy costs for households and businesses.
18 – We will encourage a thorough research policy at broad spectrum for innovation, taking into account new developments to ensure real cost renewable energy, generating a sustainable economy for our citizens.
19 – We will accelerate the deployment of technologies with low-carbon .This involves new internal efficiency standards and ambitious targets on reducing emissions.
20 – We will seek to ensure the supply of raw materials required for the manufacture of high-tech products that will be easier to implement at European level.
21 – Federalists will promote renewable energy and better environmental protection by harmonizing policies in Europe: air , water pollution, and wastes.
22 – An emphasis will be placed on animal protection in particular as regards rearing and transport conditions.
An agriculture to the cutting edge of progress and environmentally friendly
23 – Federalists will redirect the Common Agricultural Policy in favor of small and medium-sized farms while struggling against intra-European competition for labour costs.
24 – We will develop a more environmentally friendly agriculture, and we will step up health checks.
An European financial system at the service of growth and development will be created
The Federalists want a public central bank for Europeans
25 – We will stop the exclusive financing of governments by the private banking sector by setting up a public European Central Bank and an European Treasury.
26 – We want an European Central Bank that promotes growth, which creates jobs and fights inflation. The European Central Bank is the lender of last resort and can provide currency to Member States by issuing monetary obligations. It will guide monetary policy in the euro area and interest rates.
27 – We will put in place a democratic oversight of government budgets by an European regulator to ensure that Member States do not produce uncontrolled amounts of debts.
28 – We shall set up an European mechanism for crisis resolution and an European deposit insurance system so that the finances of the Member States no longer be subject only to rescue private banks.
29 – We will separate investment banks from savings banks in order to prevent citizens’ savings being placed in risky investments.
The Federalists want a European solidarity and justice budget
30 – We shall reduce disparities between peoples and regions of Europe with a budget that will work for greater territorial and social cohesion.
31 – We shall set up a system of solidarity at European level that will support an unemployment benefit system and an unconditional basic income for all European citizens.
32 – We will establish sound finances to overcome the recession by implementing an European budget that will achieve dynamic investment growth factors at the same time allowing Member States to reduce debt.
The Federalists want a taxation system allowing to fight relocations and tax evasion
33 – The Federalists will ensure that Europe has its own fiscal resources. We will set up a tax on financial transactions and in the environmental field. Some national taxes will be replaced by European taxes such as the european VAT or an European tax on companies operating at the EU level.
34 – We will put an end to social dumping by harmonizing the taxation of companies in Europe that we will harmonize and simplify.
35 – We will establish a common system of taxation of companies, taxation of consumption and income tax, reducing tax evasion and abolish tax competition between Member States.
36 – We will allow the Outermost Regions, by derogation, to trade with third countries to bring down the cost of living and develop the local economy.
Pensions and a health system based on social justice
The Federalists will ensure the various European pension systems on a common basis.
37 – We shall implement a comprehensive plan of targeted social expenditures and investments to ensure both wellbeing and competitiveness.
38 – We will set up minimum social standards: also a minimum income based on the cost of living and decent working conditions. We will seek to reduce the top major differences between social protection in the various EU regions.
39 – We will strengthen European solidarity by increasing food aid programs particularly for charity organisations.
European police and justice
40 – Federalists will institute a federal police force to tackle main crimes: terrorism, drug trafficking, weapon trafficking, tax evasion.
41 – We will integrate a criminal federal prosecutor and courts in charge for these crimes.
42 – We will set up an European border police, in charge of coastal surveillance and territorial boundaries.
43 – We will work for a real legal protection of European citizens, which requires that citizens’ rights are guaranteed uniformly in all member countries of the European Union.
Education and culture, an effort to young people
44 – We will promote the exchange of students and young professionals in education, sports and culture. We will also promote research excellence and knowledge through greater mutual recognition of diplomas.
45 – We will create European business schools and universities in specific sectors. We will increase the number of scholarships available for European and international students in order to attract the best students and researchers in European universities.
46 – We will work to enable young workers to get , for a period of six months, employment in European companies, modeled on the Erasmus program.
47 – We will set up an European civil service to promote solidarity and understanding among Europeans from an early age. We will promote understanding of European history and democratic principles.
48 – We will create an European association statute to help the European civil society to act increasingly throughout Europe.
49 – We will set up an European participatory public radio station covering the entire EU.
50 – The Federalists will protect all cultures and European identities. We will respect the diversity of languages, religions or non-belief, culture and individual freedom in all its aspects under protection of the ECHR.
51 – We will be committed to maintaining the official various national and regional languages in the European Union. We will promote education in member states of the various European languages.
Renewed democracy and institutions
52 – The Federalists will reinforce citizen participation in European political life by extending the scope of referendums (European Citizens’ Initiative) and easing its implementation conditions. If more than one million Europeans are to sign an initiative, the European Parliament will rule directly on such a proposal.
53 – We will gather a constituent assembly to draft an European constitution. It will be simple and transparent, especially fixing the basic rights of every citizen, the distribution of responsibilities between national and European local governments, and the creation of accountable and transparent institutions. It must be ratified by a pan-European referendum. 54 – We will create an European government chaired by a president elected by universal suffrage and responsible to a bicameral Parliament. A room will represent European citizens the other one the other Member States. The European Parliament will have the right to initiate legislation.
55 – We will create an European nationality and citizenship entitled to vote at each election, European, national or local. We will declare holiday for Europe May 9th.
A unique and powerful European voice for a safer world
56 – We will create a fully integrated European diplomatic corps based on the European External Action Service headed by a Minister of Foreign Affairs. The voice of Europe on the international scene will be clear, powerful and respected.
57 – We will create a unique army with a centralized command that will play a central role within NATO. We will increase the interoperability between the different units. We will promote research and development, based on the expertise of each state and thus reduce the cost of defense policy and military budgets.
58 – We will create a single intelligence service with modern and efficient means and forces of fast reaction and humanitarian interventions.
59 – We will establish a single EU seat in international institutions like the UN Security Council or the World Bank.
60 – We will set up a common asylum policy, the costs of which will be shared and we will ensure a better distribution of the burden of hosting refugees.
